The term to describe this pool plaster problem by the industry is "Spalling." Can't be repaired! The plaster contractor will say it's the pool guys fault by allowing the water PH to be consistently low. May be part of the problem in some cases, but i take care of this pool and the PH is always high if anything. I say it's poor quality plaster in this case.... The solution is next time you remodel your pool go with fiberglass and some sort of pebble surface or quartz aggregate.
